The COVID19 vaccines have not been proven safe and effective based on decades-long FDA guidelines. That's indisputable. So they change the meaning of "tested to be safe and effective" to skip years of animal and human trials before earning that title. And, every mRNA vaccine attempted in the last 20 years failed animal trials and never made it to human trials.
