I have a question about merit-based immigration. I can understand the idea and notion behind merit-based immigration: we want the best individuals to be in this country. But on the other hand, I feel that the individuals who are the "best" tend to be of higher economic standing, tend to not assimilate as easily, and are more likely to take things for granted. We can see this for many H1Bs. On the other hand, many middle-class / poorer immigrants tend to be hard workers, start businesses, and thus gain an appreciation for what America has to offer, better integrating with our society.

Do you think merit-based immigration would be the best strategy? If so, what defines "merit" ? Could we restrict immigration such that we would look for middle-class/poorer individuals who additionally present a business plan, secure funding, hire American citizens, and have good/novel ideas?
