It does break HIPAA. Regardless of whether companies care or not, even though companies will implement it, HIPAA actually does cover this and companies can be sued for it.
A QR code or any other method still forces someone to disclose their vaccine, therefore their medical record status.
It doesn't actually matter whether the person has had the vaccine or not. The demand to know your vaccine status is a HIPAA violation in and of itself.
Just imagine the scenario in your head. Joe Schmo walks into Home Depot to get a hammer. Is stopped by Home Depot associate, and has to disclose to the company itself his vaccine status.
The country is full of corrupt courts and we should plan for the worst of course due to clown world, but I can't imagine this being a forgone conclusion on the side of vaccine ids, at least until it's approved officially, past the EUA, at which point who knows what they'll do next.
