Let me give you another easy scenario. You are an actual citizen of the country. Due to gross negligence a drug that causes blot clots was allowed on the market. You sue the government for allowing that to happen. The court rules that under sovereign immunity the individual is immune but awards you damages due to gross negligence being attributable to the agency.
Or you just pass the tort and go straut to 42 usc 1938 and alledge that your civil rights were violated by applying pressure to get the vax.

It's not like 42 USC section 1983 exists and is the most used piece of legislation to bring suit for tort against the Feds.
We aren't talking about slipping and falling in the post office which would be FTCA. We are talking emergency grants from the FDA for experimental drug deployment.
Read up a bit on Westfell v Erwin and the 1988 FTCA amendements. The entire purpose of the FTCA is to allow tort against government but not actually have any individual liable. The FDA has special protection unless it's found negligent.

You cited a law in error. Like I said if you want to sue AN INDIVIDUAL OFFICER you need to go through this act. If you want to sue THE ENTIRE FDA or the ENTIRE FEDERAL GOVERNMENT you are 100% free to do so. Just file in federal courts and be prepared to spend a lot or get a lawyer who believes in your damage case.
Governments are sovereign doesn't mean what you think it means. It means that another nation can't sue them for policy. Or invade them like Bush did because muh WMDs. It doesn't mean citizens can't sue the government, state or otherwise, for damages.

No you can sue the government. There is no clause here that makes them immune. You can't sue OFFICIALS. But you CAN sue government.
No that's not how it works. By indemnifying the producers and issuing an emergency usage the government assumes responsibility. Any damages awarded are of course you getting back your own money + other taxpayer's money so the pharma companies won't care. But government is liable.

That said who mentioned faulty drugs? I am talking regular accepted side effects. We give drugs to people that cause heart attacks or brain aneurysm or internal bleeding. Thousands of people die from these side effects every day across the globe.
