How do you think we are going to pay for the roads, schools, pensions, and police if we can't collect taxes?

For minor crimes, tribal members are tried by the tribal courts. So if you get a DUI, for example the court you go to will depend on if you have a CDIB.
There are still both felonies and misdemeanors on tribal land. But things like the age of consent will be different if you are a card holder.
Unfortunately, this will go far, far past criminal prosecutions. (But even that is going to get crazy.)
It is NOT true that this has nothing to do with people that are not part of the tribes. This will effect everyone. While some federal benefits are contingent on 25% indian blood, every tribe sets the own minimum blood quantum for membership. The tribes own half the state now. As you probably know, the "tribes" are NOT filled with indians. They're filled with people that are 2% indian and 98% white, a la Elizabeth Warren. Yet somehow have a monopoly on gambling and sales tax. They're like a corporation, but now they own the city of Tulsa and probably the eastern half of the state.
The tribes have the strongest lobby in the state, and the politicians that are supposed to be negotiating for Okie citizens are instead hoping to be chief of the chickasaws some day. People are distracted by the covid/blm/election, but if they weren't they would know to be freaked out by all of this. It's going to be much worse than what people understand. The tribe can issue sales tax to only non-tribe members, and use the proceeds for only the good of the tribe, etc.
It's going to be an apartheid system, and people don't know how screwed we are.

Affidavits are used PRIOR to court, because that's the only way to introduce eye witness testimony.
In court, the affidavits probably won't be used at all. Instead, the witnesses that swore the affidavit will come forward and physically testify under oath.
The affidavits are used pre-trial to support allegations because you can't have the people testify live and under oath.
At the actual trial the affidavits will be replaced with the sworn testimony of the person that wrote the affidavit. It will no longer be hearsay because the declarant will be the person testifying.

In court it will be replaced with the oldest and most common form of evidence in Western jurisprudence - eye witness testimony.
I don't think you would assume a flat line if the methodology were right. I think you would see a declining ratio of "Trump Alone" votes compared to "Straight Party Republican" votes as the precinct became more Republican. That's what the charts show.
In a 100% Democratic precinct, you should expect almost none of Trump's votes to come from straight party Republican votes. Any votes Trump gets would likely be from a split ticket vote.
But as you approach a 100% Republican precinct, you replace both "none-Trump voting democrats" as well as "Trump only Democrats" with people that are are open to voting straight ticket Republican party.
So the ratio of split ticket to party line votes should scale down, not remain constant.
What's compelling about this is the SIZE of the vote change in Penn.- It's higher than California, Texas, New York, and Florida added together...in fact:

Trump is more popular than the Republican party in Democrat precincts, so in Democrat precincts there will be almost no straight Republican ballots but Trump will still get some D votes.
As the precincts become more Republican, some of the votes for Trump will instead be included in straight party-line Republican votes.

MY BET: (1)Trump will forum shop a good court to bring the original contest. He will win there. (2) Dem's will appeal to the partison Penn. Supreme court, where Trump will lose. (3) Trump will win the appeal at the U.S. Supreme Court.
The question I have is, will they have time to require a complete state re-do election, will they just kick out the Biden votes, or will they kick out the entire state and thus no one gets over 270 votes and the House will vote Trump back in.

But in which version of reality would the Republicans in the Senate confirm Merrick Garland even if there had been a vote? None. In no version of reality would the Republicans have replaced Scalia with a far left like Merrick Garland. He would not have been confirmed even if there were a vote so it doesn't matter.
The President doesn't' get to decide who is on the Supreme Court all by himself. The Senate is a co-equal branch. It's the Presidents obligation to pick someone confirmable in the Senate.
A less illegal alternative would be to cover the area/tents with noxious fumes when the rioters were gone.

Literally not a single Democrat seems to know that the secret to not getting shot by cops is to avoid pulling weapons on them when you're being arrested.

Look, we are not enemies. This isn't about me being mad at you. I understand why, from your point of view, you can't see why this is a big deal. But I work for the state and trust me, people that study this in the government are freaking out - the general public just hasn't caught up yet.
Just one of many examples - remember that pay raise we gave teachers a few years ago? That came from production tax (Oil and gas wells.) But now there's a question of who has the right to collect production tax. That will have a huge impact, not just on teachers, but on all the other state services that are paid for with the production tax.

Finally, I never bashed the tribes, I only pointed out the tribes aren't filled with indians. The tribes are whiter than america as a whole. It's primarily a bunch of mostly white people that have a government monopoly on gambling and sales tax and a strong lobby. Now they own half the state, and the non-tribe members will definately be affected by that. Tom Cole et. al., will do nothing to renegotiate the treaty because they get paid by the tribe. That's what we are dealing with.
