As for the birthing-age demographics. “Birthing-age” not birth rate or sex of children born.
The birthing-age demographic is the group of females in the age range capable of having kids (post-puberty; pre-menopause). They don’t go to prison at particularly elevated rate. The men in that same age bracket do. These are the men black women would naturally couple with.
You wind up with men taken out of the dating pool, reducing their supply, but not the demand. Those who remain are disincentivized from settling down. They are able to get sex whenever they want it. Black women are generally stuck with this dating pool because it is the most likely to prefer/accept hooking up with a black woman (though dating apps show asian and white women are preferred by all races).

Black women have developed a lot of bad behaviors, largely enabled by the welfare state. They don’t need a man in their life because daddy government is there. Factor in elevated black male imprisonment, which leads to a higher female to male ratio in the birthing-age black demographic, and you get black males with elevated dating desirability (too few men to go with all the women). This reduces the males’ likelihood of opting for marriage (always more women to screw).
So now you have women who don’t need a man and men who don’t want a woman. More single mom households, and more women who hate the black men who refuse to marry them (black women are the least marriageable demographic, and the least desirable for all males demographics).
Voila. Decay.
