No it was actually like this: Gov. Kemp had an open Senate seat to fill. Trump was pushing Congressman Doug Collins. Kemp chose this rich lady, that no one has ever heard of and has the personality of a block of wood, instead. So she was made the appointed Senator until the special election in November.
Doug Collins chose to run in this kind of Jungle-primary type special election (no formal primaries to choose nominees) because multiple Dems were running too and it was sure to move to a runoff. Collins and Loeffler were running neck and neck for most of the year. But Loeffler pulled ahead - and so there we have it.
