Would "Mail in ballots requested" include only the absentee ballots? "Mail in ballots returned" would be those returned out of the absentee ballots? And "Mail in ballots counted" be those absentee ballots PLUS the mail in ballots that were sent that were not requested like the absentee ballots? Cause that could make up the difference.
