Even IF an employee was "tricked" into revealing his two-factor authentication details all 12 agencies don't share the same authentication source so one guy cannot give you magical access to 12 agencies.
Additionally, separation of duties exists in IT. Years and years ago there were "skeleton key" accounts but not these days. Everything is separate and limited for this exact reason.
Assuming the election was concluded on 11/3 the latest the assessment could be delivered is 11/18. 45 days beyond that to generate a report puts us around February 1st.
Nothing says it can't be done sooner but there's really no guessing what the timeline is.

The vaccine is not 100% effective, no vaccine is. You could absolutely get the vaccine and still get sick. Until enough people have antibodies from getting the disease themselves or from getting the vaccine we won't achieve herd immunity.
The fact that the vaccine ALSO lessens the impact of COVID is a bonus.
I have a cousin who had a stroke from it. An old friend who died from it. The disease is real, just not very deadly to non-elderly.

Was it manufactured by China to justify absentee voting and divide America? Possibly. Does that stop me from wanting to spread it? No.
Yes, but each agency and even departments within agencies may be different, depends on IT infrastructure.
