Typical military politics. The average, reasonable person (even in the military) knows damn well that email is not an effective tool for communication. If something is that pressing, there is a fairly recent invention called the telephone. It requires two parties to interact with one another to verify the receipt of a message.
Its pretty typical of O-3 types (my experience is from the Army, so your mileage may vary) to use email for "documentation" purposes in hopes that the recipient never reads it. They do this so they can play ball, CYA, and not rock the boat. Most importantly, it allows the sender to take the onus off them and put it on someone else. "Well, you should be checking your email," is what they'll likely follow up with.
Whether it be attributed to malice or just being a smoothbrained officer type who puts career ambitions before anything else, it fucks over Enlisted and NCOs at the end of the day.
The last I checked, officers can't do their job without the Enlisted ranks, even if most officers are glorified bureaucrats, in essense.
