Spent a lot of time over there. Those weird machine are really only in one area. But there really are drink machines EVERYWHERE. if there is an emergency (earthquake, flood, etc) they can make them dispense for free remotely to help the locals get water, etc. How cool is that? Plus, people pick up their own trash so there are ZERO cans/bottes on the street.
