In some countries you have superannuation which is that. Like payroll tax but your amount goes into an account you control how its invested. You can access in retirement or extreme need like illness. Kinda like 401k meets payroll tax.
Mutation doesn't seem a major worry with corona virus types. Probably some risk but seems less. That said just my research on webs.
I think Covid is in that grey zone where its death rate is on the cusp of keep society running vs something more severe where its clear a full quarantine response is needed.
