The article at GWP doesn't have that info, and I've read a few other sources, but Jovan never discloses who it was. Jovan, WHO made the offer? We don't need your analysis, just the name, or at least who they said they were and their contact info.

Numerical superiority isn't always a deciding factor. Especially in a prolonged conflict. Strategy, technology (known and tech developed while at war) can make huge swings in favor of one side. Morale can also have a major impact on the results. People fighting for a government they don't really like on foreign ground is almost always doomed to failure.
