As far as clothes one could stock up on clothes and materials. Then it'd be more of repairing and mending than making clothes from scratch. But yes, the things you mention do need to be planned for and implemented.
I suppose a good lawyer would know what's legal if we create our own town with particular laws that wouldn't allow government interference, ability to get rid of or jail people that have communist viewpoints, etc, etc
