Well i fixed it so I don't have any pics from when it was incorrect.

The last person who owned this house gerry rigged a bunch of stuff. The toilet was sitting on some bricks that were cut to about 1.5 inches and placed under it. They covered this with caulk.

What I did was hammered the cast iron pipe down, and I bought a new flange, those together lowered it enough for the toilet to rest on the tile.

all things considered it cost me about 500.

I tried to snake the line with my 25ft snake, but it wasn't long enough (lol). The second plumber I called was able to un clog the main line by using most of his 100ft snake. He said it was almost all the way off my property before he hit the clog.

He installed the toliet while he was there, he charged by the hour and the whole job took him about 1.5 hours.

but maybe you could help with this, the flange on the toilet sits pretty high, so now the toilet sits off of the floor about 1.5 inches. The plumber said that he didn't have the time or materials to fix it at that time. He says that I need to build a base around the flange so that the toilet sits right. I'm not confident I could do that and make it look decent, and I'm about to list the house, what do you think?
