If a state does not send electors, they don't send electors. It's that simple. 270 electors, a majority of all electors combined (regardless if electors are sent or not) is still required for a win in the electoral college.

If a state doesn't send their electors then the state doesn't send the electors. It doesn't magically lower the amount needed for a win.

Congress certifies the electors during the first week of January (Either the 5th or 6th). Congressmen can object to the electors.
