It goes further than that. For any government, the ability to tax is essential to run the government "benefit" programs that a lot of constituents have come to rely on. The feds have almost unlimited funding, but a city like Chicago is SOL if tax base dries up.
If Chicago runs out of funds, then they would be required to operate the essential arms of the city like trash, police, fire department, and the courts. The constituents won't be able to be bribed anymore and the others will realize that their taxes were a waste because they didn't benefit from all these programs.
