There's still one thing that you can do with electronic voting to make it more secure than pen and paper: proof of vote.

You give each voter a unique private key that nobody else knows. That key is used to sign their vote, which produces a unique public and private keypair. The private key ties directly to the vote (so you can identify your specific vote out of millions) and the public key indicates how the vote was cast.

By doing this, a voter can then go back into the system, track down their individual vote, and see how it was recorded, without having to reveal any information about how they voted. This is already possible by adding a reciept to the ballots which you can take home with you, kind of like how raffle tickets work. What you can't do currently, which this system would allow, is to say "Hey, my vote wasn't cast the way I said it was, and I can prove it." And then you use your private key to sign your vote again, and if the public key comes back different from the recorded one, then your vote was changed.
