Thats not how the math works. He needs 75% of the remaining votes to make it up. Remember Biden also gains votes off of the remaining so if it was 45% like you said the gap would only grow. 75% is not impossible but very unlikely with the way its been going. Now if he can get votes disqualified or an audit reveals heavy fraud or error its very likely he can still get AZ. We can only hope.
Right now off of just pure votes its a lost cause. He need 11k votes to close the gap and there are 23k votes left to count. On the other hand it is the closest gap of any state so there is hope there.
If its not settled more than likely they can, or will not send electors. If that happens enough that Biden doesnt get 270 Trump wins by house delegation. Time is on our side, question is are the courts.

As far as I know the title of chief Justice only matters for one major thing, being the judge in a impeachment case. Thats the only place where it is mentioned in the constitution and there's probably some small other differences added over the years, but as far as I know his judicial power is equal to the others.
