The argument for herd immunity is to ensure protection for those who cannot be immunized (and there are quiet a few), and those who are too young to be vaccinated yet.
To not vaccinate your children if there is no known risk factor is 1) stupid, in that you're exposing yourself to unnecessary risk and 2) selfish, in that your decision can impact others negatively
But should this choice be illegal? I don't know about that.
There are potential side effects to all medications or anything that goes into you, really. Do your research before injecting, inhaling, imbibing, eating, whatever.
Nothing is 100% safe. But nor should you have an irrational fear of something like a vaccination that's been around 50+ years without significant problems.
