Edit: With a proper block chain where each state is running a single server, you'd have to compromise 50% of the states to break it. The biggest hurdle would be giving 350 million people unique ids ("wallets" in bitcoin terms) and forcing all US citizens to use it. But if you only have 50 servers, it's POSSIBLY possible that you could handle the load for a single vote. I gotta think on that.
