So if someone is LEGALLY voting, and they vote democrat, that negates a vote. But if someone is ILLEGALLY voting, then they didn't have a vote to begin with. So that's the equivalent of -2 votes.
Look at it this way.
You want to buy a candy bar for $1.
You go to the store, and you give $1 to the clerk, and you get the candy bar. The "trade" is $1 for 1 candy bar. (One Republican vote vs. One Democrat vote.)
Now, if you're on the way to the store, and some asshole robs you and steals your dollar, but you still WANT a candy bar, you're now out TWO dollars. The one you were going to spend, and the one that was stolen.
Thus, illegally voting is the equivalent of negating TWO Republican votes. Because your vote now negates an ILLEGAL vote, instead of negating a LEGAL Democrat vote.
Thus, ILLEGAL votes are "more valuable" because they're twice as powerful as a LEGAL vote.
Just remember, every illegally obtained vote not only negates, but is a vote for the opposing side. It's a 2:1 ratio. This is why it's so effective.

If someone votes against you, it's -1, a wash.
If someone ILLEGALLY votes against you, that's -1 that shouldn't be in the voting pool. Effectively -2 to your +1 legal vote.
Every illegally garnered vote is worth 2 legal votes.
