The answer for better care and lower prices is deregulation and competition through the free market. Many HI companies can't effectivly compete over state lines because of regulation. If all HI companies could operate throughout the US they could compete for the customer. Now each state typically has a few providers creating a near monopoly with only the illusion of choice.
Also, the standard of employer provided healthcare is a quagmire similar to how federal student loans artificially inflated the cost of college, imo.
