Hahaha I like you’re enthusiasm. But to answer your question: since always. That’s how video MPEG compression works. It keeps like pixels and only changes different pixels frame to frame. This lowers the file size for streaming etc. Video online, especially Twitter will have very high crappy compression. Especially after being compressed multiple times from the original source to this post.
His hair was simply too close in the analysis to the color of the wall so the algorithm didn’t change the pixels of the wall until there was more clear contrast.
