He does have the unilateral authority to reject contested electors and send the decsion back to the states. If you disagree, so be it. Jenna Ellis does not. Neither does President Trump.

- Martial Law and Insurrection Act. Round up the traitors. Confiscate the machines. Audit the election / votes. Prove fraud in swing states.

- Resume Congress. Count true EC votes as certified by state legislatures.

Except for the election of 1800. Jefferson acted in a manner that favored himself, when he, as the Vice President, accepted improperly certified electoral college votes from Georgia. So, Pence is wrong. And in saying this has never happened before, he is either lying or is ignorant. Neither is good.
It is what he DID NOT say, or do: He failed to immediately reject the fraudlent EC votes from Arizona, and he released a statement, saying that he would not object to Biden Electors from the disputed states.
