It's the system that enhances basic text messages and gives android users an Apple iMessage experience. It's used to com, gov, edu, etc. When it sees something it doesn't recognize, it thinks that you want to transfer a file that ends in ".win". The problem is that there is no file, so it drops that part of the message.

Do you have enhanced messaging or RCS enabled? Try turning it off and see if it works. I think the system may not know that ".win" is a site. It may think it is a file extension and when there is no file, it drops it.

Yes, everyone in many different areas are a bunch of idiots. It reminds me of when 3g was launched. People in a small town started to complain of headaches, nausea, vomiting, etc. when they were near a newly erected tower. They sued, went to town hall meetings, generated petitions, etc. until it was investigated. The investigation revealed that the power company didn't even run a line to the site yet.
