Right, the supremacy clause of the constitution would override any PA provisions which are broader than, (meaning decisions by the state that go beyond what is allowed under), the scope of the U.S. Constitution. There's at least some likelihood, (apparently acc. to Alito), that the state overexerted its 10th amendment rights in this case. It's a well argued area, but not in this context.
Btw, The Supremacy clause as follows:
"This Constitution, and the Laws of the United States which shall be made in Pursuance thereof; and all Treaties made, or which shall be made, under the Authority of the United States, shall be the supreme Law of the Land; and the Judges in every State shall be bound thereby, any thing in the Constitution or Laws of any State to the Contrary notwithstanding."
