Possibly. I mean the latest declass showed the Russia plot was cooked up over time but the decision and plan to promote the conspiracy was a late decision. They had a lot of scandals to overcome and I felt like Comey opened up the investigation into Hillary to cover his ass. He may have felt the emails may end up being leaked publically so he opened up the case to ensure all bases were covered (cover up and make sure no leaks).
They usually try to paint a picture with word association. They do it every election. Trump was a racists white Supremacist and they created Charlottesville. This helped connect and sell the lie.
