Charity and volunteerism are a punishable crimes under communism. Charity supports the unequal system. Volunteerism prevents a worker from having a paid job. I set up a medical office so the environment would be safe without masks. How could one set up an indoor public space including a restaurant or bar to be as safe or safer than masks? Ventilation and/or air filtration is key. It is agreed that outdoor dining and drinking is safe because the breeze dilutes and removes airborne virus. You want 5 to 6 air exchanges in a room per hour. This can be done by opening windows in warm weather and fans. The indoors is now the outdoors.
In cold weather, upgrade your HVAC filters to virus grade which can be purchased at the local hardware store. Take the fan off of auto and put it "on" 24/7. Now add HEPA air filter units based on the size of the room. I found them at Lowes and they were $69 to $209 per unit. Small quiet table top units could clean the air as people breath.
Nothing is perfect but I feel safer in a room with filters. A room without filters will eventually get a virus cloud( if there is a positive person there). This virus cloud will bypass the standard masks. I believe that with this set up, a business owner could challenge a mask mandate. We are a medical office. We do require masks but patients remove masks for examinations. We often have SARs-coV2 positive patients in the office. We have not had a transmission in the office to date. I believe every building can be made safe enough so that there is no need to shutdown anything.

Waiting until you can't breath is too late. Get a pulse oximeter for about $10. Normal blood oxygen runs about 98% but some people are lower. If your blood oxygen drops 5% or below 90%, call your doctor or get to a hospital. Some people may not feel short of breath until it falls into the low 70% range. By then, you are in trouble. HCQ + zinc +VitD is a good basic regimen but get it prescribed by your doctor. He might want to add an antibiotic. Most people improve quickly on this regimen and there is no need for a hospital. Ivermectin + quercetin +zinc may work even better but you will need a prescription for the Ivermectin.
