So while I do agree with you I will say not all schools have their money for next year already taken care of. I work in a school and while we were in the middle of applying for government money putting in orders and the like, the budget we were promised has been put on hold and they said they are looking to reduce budgets. Some of the money has already been spent but if the money wasn't already spent there are difficulties for schools (especially private) in getting the government to pay for anything new at the moment. For us this is funding through both state and federal programs though federal programs actually seem fine most of the time only the state run programs seem to be restricting our spending more than usual which given the date already we are expecting a good chunk of our money we wont be allowed to spend and thus it defaults back to the state.
My guess is they expect to run short next year so they are trying to short schools this year to hold off for the lower tax revenue next year.
Lets be clear, and lets make it clear to the entire US. Just like financial advisors would recommend every person have at least one month of necessary expenses in savings (realistically 3 or more) a state need to be able to fund all necessary services out to one month and have plans to cut off non-essential government services and redirect funds to be able to maintain essential government services atleast 3 months.
This is no different than what every american is trying to do right now. Cut costs everywhere they can to make their budgets balanced and spend money as wisely as possible to keep their wallets as full as possible. The governments need to look at their debts and find what they can cut so that they can become solvent. Aid to any illegally present individual (overstay, illegal entrant, or otherwise) cut it, assistance for arts and theater (as much as I love it) cut it, subsidies for non-essential businesses cut it, non-essential governmental reviews cut them. When you get your budget atleast balanced then, and only then should we consider giving them any aid.
It is something to consider, but it may also be something where he can go in and tell the clerk he needs assistance pumping gas because of the noise and the ADA would require a clerk to come out and pump his gas for him. Still something to consider and yes the ADA would potentially protect him in this situation. Note they cannot charge him extra for requesting this if it is the only accommodation they offer for him.
Healthcare? Construction? Education? Law? Government? I could go on but those five give me a good start.
ADA covers any and all businesses and how they must make reasonable accommodations to provide for those with disabilities assuming such accommodations would not be prohibitive in cost or feasibility in current service.
It is why you see ramps instead of stairs entering businesses made or renovated in the past 20 years, handicapped stalls in 99% of restrooms, braille bumps on most signs within reach on walls, and other accommodations to common disabilities.
You are right that HIPPA only applies to healthcare and technically when you confidentially notify your employer of a medical issue to help justify accommodations you are seeking. Like when they ask for a Doctor's note when you are out for more than 2 days and you claim sickness.
But ADA covers a wide swath of american life. Try building anything or renovating anything with a construction company and you will see just how involved the ADA is with business. Heck just try running a business that services people (not other companies) and within a few years I am sure you will understand the ADA much better and just how far reaching it is.
I am particularly aware of it due to my dad as he had MS and everyone in our family learned ALOT about it because of this. Even realizing what is classified as a disability is a huge deal. Having bad eye sight even if it is corrected by lenses can fall under ADA, having chronic migraines, or even having flat feet can qualify you if it can cause pain from having to stand for too long as part of a job.
Some of these conditions only matter when dealing between employer and employee but if it is something that you can reasonably fix for customers/clients then you must attempt to make those accommodations.

I got two things to say on this. First racism and overgeneralization is not welcome on the Right, we believe in individuality and as such we judge people not on the color of their skin, but the content of their character.
Second, yes we have one reasonable restriction on our free speech. Truth. Libel, Slander, Defamation all have the statement that it must be the person saying something they know to be false. Telling deliberate lies which cause a real and immediate danger to someone like yelling fire in a theater where there is no fire. These are all restrictions on speech based on truth. Which is why the lying left win media needs to be held to the same standard as we are and when they tell lies they know are lies and people are hurt directly because of it they should be held accountable.

An important note the article even states this is not the footage from the night he died but from his attempt in July. The footage from the night he died is being used against the guards as evidence they were negligent.
The July 22-23rd footage (his first 'suicide' attempt) got deleted not the footage surrounding his death on August 10th. This article even states the August 10th footage is currently being used as evidence against the guards who were suppose to be guarding him. They have footage of August 10th and it is not deleted!
Read the article! The title is a LIE! If you read till the end of the article they are not talking about the night of his death! They are talking about the night where he first attempted suicide on July 22-23 not the August 10th video!

So not necessarily that sophisticated depending on how well their website and back end is put together (given it is a local run place probably poorly). A single outside user can pretty easily target a website like this with automated scripts which you can find on github or other code sharing sites and boom site is flooded with requests which can send it down by taking up all bandwidth.
Larger sites and sites run by corps usually have ways of stopping this by checking IP address of the device requesting along with a variety of other protections.
Could also be as simple as the website has too many people trying to log onto it for legitimate reasons, even large corps have had this kind of issue before where they don't expect the load they get on website launches or after a big event and the site goes down. See Obamacare website problems, early connection problems with Pokemon Go, and a whole host of other issues.
Also as a few other users have pointed out it could be as simple as a single important computer (potentially an "admin" user) got a virus that attacks their internal network.
