Interesting...this was filed directly with SCOTUS because Texas actually sued these other states arguing that the unlawful actions of these states tainted their own election which, in turn, "debased the votes of citizens in Plaintiff State". "Article III provides that it [SCOTUS] is the court of first impression on subjects where it has original jurisdiction, such as disputes between two or more states."

This is correct. Watch the professor from the Georgia case. He addresses this situation specifically. Basically, electors go to the popular vote winner only if the law passed by the legislature was followed. And, it was not. The law was changed by the SOS. That alone, even without fraud, invalidates the popular vote and requires the legislature perform their constitutional duty (i.e. the US Constitution) to chose the electors.
