Could they have been far enough into the investigation to justify FISA warrants on Hunter, Joe "The Big Guy" Biden, and others? Could they have also used Ukraine's investigation into the Bidens to justify FISA warrants?

Here's where I'm going with this. If they did get FISA warrants on the above and others, then maybe they discovered criminal conspiracy to commit election fraud and have a metric shit ton of evidence.
