That's what I got out of it too. He was doing a really poor job redirecting the conversation. Would have worked better if he referenced the "priorities" theme more, or just kept it short. As far as how it appeared, it was just like he answered the wrong question because he didn't frame the answer properly at the start and just fizzled out after he started getting back to framing.
Trump would deliberately redirect questions, but with more skill. This felt sloppy, and in another context, if I witnessed this in a professional meeting, I would be coaching coworkers who couldn't speak more succinctly.
