Indian here. Can confirm. Although there is something called a 'Black' sim card too. Basically if you know the retailer or if you pay him some extra cash, he basically gives you a sim card without checking any ID. These black sim cards are registered under fake names.
I believe it's just those who scream the loudest get heard the most. A very small percentage of Indian people (mainly but not limited to the states of Bihar, UP and Haryana) are involved in phone scams. And then there are the Pakistanis acting like Indians scamming people. Pakistanis also has scammers but they usually get swept under the rug because the focus is mainly always on India. It's not just India but all the SAARC countries. Indians just created the stereotype.
