You're asking them to think something through. Most are not willing to. And to be honest, those solutions do work, they just have unintended consequences. People like you and I would think about those, and weigh it all out and conclude the plan would be a failure.

I was going into a restaurant a few months ago and found a man laying on the floor with all his stuff thrown about.
People just walked over him and ignored him. I asked around with what had happened, how long he had been there or if the guy was ok. Nobody knew anything and people who worked there knew he had been on the floor for a while but never bothered to check on him.
I did check on him and woke him up. He was alright thankfully.
Lesson of the story is, nobody will help you if you are in need. Most people either don't know how or don't care.
