The model for this was done during world war 1 , France was in debt and sold their debt/land to the bankers on the cheap.
Bottom line this was done before (I forget which family did this but i do believe it was the Rothchilds , not a conspiracy , look it up) , they buy the land/debt for cheap , and then sell it back later for more money.
