"Journalists" figured out a long time ago that the truth is boring and doesn't sell. Fear and outrage sell, and more importantly it gives them and their masters power they wouldn't otherwise have. They do have one overwhelming weakness however - if people stop paying attention to them, they quickly become irrelevant.
The only thing close I remember was the DC sniper, his first victims were in Birmingham Spez: technically a serial killer and not a mass shooter, but I guarantee the media would be screaming "wHiTe SuPrEmAcIsT MaSs ShOoTer" now until Coulter's Law took effect when we found out he was black.
The downside to this bill is that it means we'll probably never get Constitutional Carry, because they'll just point to this and say "just get a lifetime permit bro!" The bill also has provisions for a state run database of "prohibited persons" that could easily also include a secret registry of all permit holders
Many states have what's called a "State Defense Force" that is separate from the National Guard - my state has one but it's hasn't been funded in years and is for all intents and purposes defunct. We need to start building these up again.
