The news reports that Trump is having his speech at the Rose Garden. It's pretty straight forward.
What this means is that 50% is random. Wearing a mask versus not wearing a mask in this study gives you a 50% chance of getting sick. In other words, equal numbers of mask wearers and non-wearers got sick. It's a coinflip. Random. In other words, no effect. If it were less than 50% that means that wearing a mask gets you sick more often. If it were "greater than 50%," then wearing mask would reduce your chances of getting ill. However, they couldn't show that it was any greater or less than 50%. Random. Thus it makes no difference. Don't worry. It is confusing language. But in statistics this is how this sentence is interpreted.

The US owns HALF of the world's naval tonnage, and ALL but 2 of the worlds' 15 supercarriers. The UK has two. And China has two "supercarriers."
Because of the Marshall Plan, after the devastation of WWII, none of the former european powers needed to waste their money on water trade protection. They could use everything to rebuild, AND defend the US against the rising USSR threat on land positions for nuclear weapons. So it wasn't only generosity. It was a strategic gambit in the Cold War. "We help you rebuild, you defend your land borders against the USSR, and by proxy defend us from their nuclear umbrella."
As the poster above said, USSR is gone. Mission accomplished. So why are we still paying for them? Inertia, mostly. But Trump is one of the first big signs that the paradigm is catching up to reality.
