Billions being dumped into the black community are actually helping, and they would be 10x worse without it. Seems doubtful.
These donations are being skimmed, pocketed, redirected, and never make it to the community. Seems likely.
Constant handouts and treating blacks like they need special help for their special needs is part of the problem, and cripples the black community. Also seems likely.
