As far as I'm concerned, the only legitimate reason to stop counting is because you've run out of ballots. Therefore the reported count is official.

There are well-established chain-of-custody rules for in-person ballots. No such rules for absentee ballots, even with ballot drop boxes.

Even if we pretend that the people emptying the drop boxes are 100% trustworthy (which they aren't), they're boxes full of ballots in public spaces. Locks can be picked and tamper seals defeated.
