Generally it breaks down into protests, protests into riots, riots into "unrest", unrest into widespread crime and then when police stop answering 911 calls you have complete civil unrest at which point the national guard has taken over.
Once this lasts for long enough, and your side hasn't given up, either the national guard forms marshal law or they start joining your ranks. Eventually you have splinters within government that start "civil" war.
By that point, your gas, electric and water shut off and all that toilet paper you've been stockpiling makes a lot more sense. You might have foreign boots on your ground helping either side and it slowly devolves into holding and claiming territories, shutting down infrastructure and trying to reclaim the country.
