The reason for Five Eyes existing is called PARALLEL COLLECTION. I won't go into the full explanation of what it is, you can research that. The short version is, they use the spying capability of foreign allies to circumvent domestic spying laws. The FISA courts and all that. Since they have to get warrants and argue to the FISC why they want to spy on a US citizen. Doing that has a strong chance of tipping off the target, and sometimes they just have no valid justification to give the FISC for spying on that person but they still want to.
So they get one of our FVEY allies to spy on that person. They find out what they wanted to know, but it's inadmissible in court because they did not use the FISC to obtain it. But now that they know where to look, they make up some bullshit to get permission to spy on someone that's one or two or even more "hops" away from their target, and when they unmask that person, they also get to unmask the people that person was talking to, and so on until they have legally "cleaned" information obtained by illegally spying so it can be used in court.
