I honestly think it's most likely because he isn't at the White House and is using a green screen. He was very careful with his words, he never said he conceded. Which I feel like if it were a deep fake they would at least make it a bit more clear he is conceding.

They were submitting information about the machines having malware on them and being designed for fraudulent means.
