An outside agency helps ensure that the food produced actually meets the standard for Halal/Kosher food. Agencies aren't inherently reliable though either and everything with regards to such foods should be made public to show that they in fact meet those standards.
In the U.S. there is a hotdog brand called Hebrew National that based its brand around being a kosher beef hotdog and had certification on the packaging. Unfortunately it came out that there slaughter process was absolutely not kosher and the certifying agency they used was just a scam.
That being said, we should blame specific agencies and companies for there wrongs, and not the idea of third party certification agencies on its own.

Most of the text in the Talmud and the Torah is about laws of behavior and how things should be considered. That quote is in regards to considerations of virgins for marriages and dowries, as strange as it is. It covers a rare, and abusive case, but recognize a child that would've suffered such an abuse as a virgin, and thus worth a full dowry so they are no less valued in society.
