Im not aware of any big plays the GOP possibly has , or whats we can expect the GOP to counter with, but county secession might be the solution. Moving chunks of the population out of forever blue states to red states would increase the total electors in the newly merged state, flip senate seats. Here are some no brainer moves
CA Valley joins NV, NV turns red, NV electors increases from 6 to 10, +2 red senators
East WA & OR joins Idaho, Greater Idaho Electors increases from 4 to 10 electors
Illinois - Chicago, joins Missouri, Missouri electors increase from 10 to 26
Rural Virginia joins West Virginia, WV electros increase from 5 to 12
New York State joins Pennsylvania, PA electors increase from 20 to 38
East Alabama joins Georgia, GA perm red.
Counties from UT, WY, NE, KS, OK join Colorado to make it a larger red square
you get the idea...
I am not sure what the legality of of county succession would look like, maybe a lawyer here can answer.
I am also curious what you guys think would happen if the majority of the population in the counties declare they were part of another state despite law. What could the dems actually do? The military and police are usually from these areas, who would be enforcement in this case?

So I may be making light of the situation/groups, bit of hyperbole but in my 30 some odd years on this planet i've found people typically will do whats in their best interest and boy this virus is a really positive thing for these guys. Why would they ever want this to stop.
