I genuinely think he wanted to use the insurrection act, but he needed the cooperation of generals and other members of the military to do that, and they were clearly not on his side. Over the summer when he walked across the street to the Church, the many military members who were with him apologized for it, so he was clearly alone. Also, good job for organizing locally.
Here's the problem: the President is not a dictator. He needs local cooperation and the cooperation of other members of the federal government. Yes I know he could have done more, but by and large it was rinos and paid off traitors who screwed us. Largely, it was the Supreme Court's fault for not doing anything.
