Not sure which counter you're talking about, but as more votes are counted, a candidates % of votes can go down, as the total becomes higher.
Look at the " in %" to get a sense of how much of the total vote had been counted.
It's important that Reddit can't say, "The mods locked the sub and went home, we didn't ban them"
Reddit admins are playing a game, where they avoid outright banning The_Donald, but put on such restrictions, that they essentially kill it. In a court of law, this may make a difference.
