Austin is very blue and has been filling up with Californians and their idiotic ideas for years. I left over 15 years ago, right after they "fixed" the traffic problem on a busy road by reducing it to one lane each way. Spoiler: it didn't work.

There's another factor to it. I'm too sleep deprived to explain it well... It had to do with the population being tested and the error rate of the test. Say a drug test that has 1% false positives and the same false negatives. When you test a bunch of people that mostly don't do drugs you have to go through a shitload of tests before that false negative ever happens (as most should come back negative) but the false positive is going to happen a lot.
