Yes, it would be a small amount of voters left. Although, the bar is not so high that people wouldn't be able to become voters. If they refuse all government assistance then they would be eligible. I think this should exclude government workers as well, since they are riding on taxpayers backs and shouldn't vote for representation that increases their slice of the pie.
That sudden increase in the money supply to bail out these crooks will come at the expense of the purchasing power of your paycheck and savings. Then taxes will be used to cover the repayment plus interest. We need to suspend voting rights for all people who take more from the system than they give, since those people will not see how this is a problem.
