So the story is that the defendant (state of GA) says the machines are owned by the counties and not the state. The judge says the original suit was filed against the state, so the judge reversed it because the state doesn't have control of the machines and can't be expected to follow the order. Basically he said Lin Wood filed against the wrong party but Lin said he didn't.
Pretty much the reality if cote counting, but I would assume some more qualified individuals would be in charge of machine resets.
